Shelby Hull is a Director at VMG Health within the Revenue Optimization Consulting Practice. She brings deep expertise in strategic planning, grant support, and healthcare operations across both rural and urban settings. With a strong background in public health and health system strategy, Shelby supports clients through complex initiatives that strengthen operational performance and advance access to care.
Previously, Shelby served as a Senior Associate at Burrows Consulting, where she developed extensive experience supporting HRSA grant applications, including FQHC Look-Alike and Service Area Competition grants, and both private and state funding opportunities. Earlier in her career, Shelby transitioned into corporate healthcare after relocating to Michigan, where she worked directly with the CEO of one of the state’s largest health systems. In that role, she managed high-impact clinical and non-clinical projects across an eight-hospital system, demonstrating versatility and leadership in complex healthcare environments.
Shelby earned her Master of Public Health in Health Policy and Management from the Indiana University Fairbanks School of Public Health. During her graduate studies, she worked with the Indiana Hospital Association, leading the Small Rural Hospital Improvement Project (SHIP) through HRSA and the Indiana Department of Health. Through this work, Shelby helped improve the operational and financial performance of more than 30 rural and critical access hospitals across Indiana.
