Elizabeth Burrows, JD is a Managing Director in VMG Health’s Revenue Management Practice, where she advises rural and community-based healthcare organizations on sustainable funding strategies, growth planning, and long-term access to care. Her work focuses on helping healthcare providers navigate complex funding environments while strengthening financial and operational foundations in underserved communities.
Elizabeth brings over a decade of experience across healthcare policy, public funding, and executive leadership. Prior to joining VMG Health, she founded Burrows Consulting in 2014, growing the firm into a nationally recognized healthcare consulting practice. Under her leadership, Burrows Consulting supported the development of more than 250 federally qualified service delivery sites across the United States and helped organizations secure more than $500 million in funding to expand access to care in rural and underserved areas.
Earlier in her career, Elizabeth served as Director of the Indiana State Office of Rural Health, where she more than tripled federal funding for critical access hospitals statewide and worked closely with providers to improve financial sustainability and service delivery. She later returned to her hometown of Cayuga, Indiana, to serve as the founding Chief Executive Officer of Valley Professionals Community Health Center, leading the organization through significant growth and expanding operations by more than 1,000% over eight years.
Elizabeth earned her undergraduate degree from DePauw University, graduating at the top of her class with degrees in Political Science and Communications, and later studied government at Oxford University. She received her Juris Doctor from the Indiana University Maurer School of Law and is a National Rural Health Association Rural Health Fellow.
